The Three Land Categories
Land use isn't a formality — it determines what you're legally allowed to build, what financing is available, and how easily you can resell. Always confirm the current land-use classification (residential, agricultural, or industrial) with the local development authority before treating any land as interchangeable with another category.
- Residential: approved for housing construction — GMADA (Mohali/SAS Nagar), Chandigarh Estate Office, or HUDA (Haryana) depending on location
- Agricultural: farming/open land, typically the most affordable per-acre but restricted for residential/commercial construction without formal conversion (change of land use)
- Industrial: zoned for manufacturing, warehousing or commercial industrial use, usually along highway corridors with the infrastructure to support it
Understanding Approval Authorities: GMADA, PUDA & HUDA
Buyers frequently search for "PUDA plots" or "HUDA plots" without knowing exactly what these mean — here's the short version:
- PUDA (Punjab Urban Development Authority) was the original state body overseeing planned development in Punjab's urban areas; its functions for the Mohali/SAS Nagar region are now largely handled by GMADA (Greater Mohali Area Development Authority)
- GMADA is the current approving authority for Mohali, Aerocity, and the wider Greater Mohali region — see our Mohali area guide

Whatever the authority, the principle is the same: verify the plot's layout plan is registered with the correct current authority before paying anything — an outdated or unregistered layout is one of the most common land-purchase disputes.

What to Check Before Buying Any Land
- Layout plan registration with the correct current authority (GMADA/HUDA/PUDA-successor)
- Clear, undisputed title with no encumbrance
- Physical site visit with a surveyor to confirm demarcated boundaries match paperwork
- For agricultural land: current land-use classification, and the process/cost to convert it if you intend anything other than farming
- For industrial land: zoning compliance for your intended use, and access to power/water infrastructure
Frequently Asked Questions
PUDA was Punjab's original state-level urban development authority; GMADA is the successor body specifically covering the Greater Mohali region today. If you see "PUDA plots" advertised for Mohali, the actual approving authority now is GMADA — verify accordingly.
Not without formally converting its land-use classification first — building residential structures on unconverted agricultural land is a common source of legal trouble. Confirm classification and conversion requirements with the relevant authority before buying if this is your intent.
It can be, particularly land near planned infrastructure or urban expansion corridors, but it's a longer-horizon, less liquid investment than approved residential or commercial plots — factor that into your planning.
